Yes. Lake Chabot Regional Park (EBRPD) in Castro Valley allows leashed dogs in developed areas and off-leash under voice control in undeveloped open space areas. A $5 parking fee plus $2 per dog applies. Dogs are NOT allowed to swim in Lake Chabot, which is an EBMUD (East Bay Municipal Utility District) emergency water supply.
