Yes, in undeveloped areas. Tilden Park (EBRPD) allows off-leash dogs under voice control in its undeveloped open space areas. Leashes are required on Nimitz Way (paved path), in the Little Farm area, at the Environmental Education Center, in picnic areas, and near developed park facilities.
